Master-Minion architecture

Keel operates based on a Master-Minion architecture with a single master and a minion per managed host. The master serves as a relay to communicate with minions and provides an interface for the minions to interact with the states and the top files. The minion renders and applies the states to its system and reports back to the master once done.
